   इस कठिन सुझाव के लिये मेरे कुछ निम्नलिखित तर्क हैं: दुष्ट शक्तियाँ हमारे लिये कम खतरा उत्पन्न करती हैं जब वे एक दूसरे के विरुद्ध युद्ध करती हैं। इससे एक तो उनका ध्यान स्थानीय रूप तक सीमित रहता है, दोनों में से किसी एक को भी विजयी होने से रोकता है ( जिससे कि कहीं बडा खतरा उत्पन्न होता है) । पश्चिमी शक्तियों को पराजित हो रहे पक्ष को सहायता प्रदान कर शत्रु के लिये गतिरोध की स्थिति खडी कर देनी चाहिये ताकि उनका संघर्ष अधिक लम्बा खिंचे।
